Ramon Barros Luco arrived to the presidency of the Republic with a vast political experience and 75 years of age. In matters relating to public works, this government erected the School of Engineering and the port of San Antonio. Also, it acquired the monastery of Santa Clara (located on the avenida de las delicias or avenue of delights) to construct the new building for the National Library, the History Museum and the National Archive. All though the country work continued on roads, bridges, potable water and sewers.

In education, Jose Victorino Lastarria school was founded in 1913 and the Aeronautical military service  and special school devoted to educating pilots were created that same year.
On May 25th, 1915, the No Aggression, Consultation and Arbitration Pact was signed in Buenos Aires, known as the ABC Pact, between Argentina, Brazil and Chile, which ensured a peaceful solution to problems that might arise (arouse)  these three countries.
